GENERAL RULES AND
REGULATIONS
1. FISHING PROCEEDURES
A grid map will be provided
to all teams. This tournament is limited to US Waters only and tournament
control shall be notified immediately when a Billfish is hooked-up and released.
The team must report all billfish hook-ups within 10 minutes of the hook-up
and provide the location of the hook up from the grid map provided. Each
team will have different grid map numbers and locations. There will be multiple
grids used to keep your location secure and tournament control may request
your long/lat location of any boat at any time. Any fish hooked before
"stop fishing " time may play the fish until released or lost only if tournament
control has been notified at the time of hook-up. Teams may depart any
harbour after the captains meeting Friday 3rd September (tournament
schedule) for their destinations. Lines in the water at 6.00am each
day for all species. Stop fishing will be 5.00pm Sunday 5th September
and all other species to be weighed in at any IGFA certified scale to qualify.
All fish to be weighed in by 9.00pm and weigh slips/release forms and affidavits
faxed to (949) 366-8444 before 9.00pm Sunday 5th September 2004 to qualify
for the OFFSHORE species prize. The tournament provided control sheet is
required to be faxed back with with all team members signatures. All tournament
camera's are required to be handed in or mailed back in to tournament control
by Wednesday 8th September with the official release forms supplied and signed
by all team members.
2. General Rules
These, along with any
additiond, subtractions or changes covered at the official anglers and captains
meeting collectively represent the tournaments's rules in their entirety.
A team shall consist of any number of team members with any one team member
designated as the team captain. Team Captains will be responsible for
all correspondance and payments and distribution of all prize money to their
team. It is also the team captains responsibility to ensure that all team
members follow the rules and regulations. Any misrepresentation on the teams
signed entry form, signed release affidavit, or violation of any tournament
rule will be cause for disqualification and forfeiture of any prize money
or merchandise won in the tournament. Decisions by the tournament rules committes,
on any question of the tournament rules or interpretation, shall be final.
All tournament boats shall be required to have a VHF radio with channel 65
for communiction purposes. Radio silence must be observed, unless there is
an emergency or hook up during the last 30 minutes of stop fishing each day.
Radio communications between tournament boats will be permitted but not on
the tournament channel 65. Helicopters, fixed wing aircraft may be utilized
by tournament officials to aid in the enforcement of all tournament rules.
Late registration will be Friday night 3rd September at 6.00pm (tournament
schedule). All team captains will receive their instructions, tournament
camera's at the captains meeting Friday Night at 6.00pm. All teams releasing
billfish are required to photograph their fish with hand on the leader and
fish in the photo to count. No exceptions. All teams must complete and sign
the release forms provided and both the camera and release forms are required
to be returned to the tournament officials after stop fishing.
A) It is the sole responsibility of the
participating anglers, captains and crews to know and abide by the tournament's
rules. By entering the event they acknowledge this and agree to such. At
tournament registration, or BEFORE the "start of fishing" on a particular
day, ALL anglers intending to "fish" must sign their acknowledgement of such,
prior to their being eligible to receive any points and/or awards in the
tournament. Please do not call in angler changes over the radio. Any angler
listed on a teams' roster will automatically be considered eligible to fish.
B) Any team receiving cash awards must
completely fill out a "Prize Disbursement Order" prior to receiving their
cash award. Forms will be available from the Tournament at the Awards Celebration.
Each registered team member prior to any funds being disbursed must sign
the order. The tournament organizers will not participate in ANY decisions
regarding individual team member awards breakdowns. All decisions pertaining
to the splitting of a teams total purse are the sole responsibility of all
team members, regardless of whether an award is published anywhere as an
individual or team award.
C) Between the hours
of 6:00 a.m. and 6:00 p.m. Saturday and 6.00am and 5.00pm Sunday of fishing
days, no vessel entered in the tournament may be involved in the handing
off or receiving of anything from another vessel whether that vessel is entered
in the tournament or not, or any other entity of any sort including bait
receivers. The Rules Committee may choose to grant special permission IN
ADVANCE to waive this rule if someone's personal safety or health is at risk.
D) Any protest must be presented
in writing to the Rules Committee before 9.00pm Sunday 5th September. The
protest will be ruled on by the committee as soon as is feasibly possible.
All protest letters must be accompanied with $500.USD cash, which will be
returned to the protesting team only if the protest ruling is in favor of
the protest.
E) In the event of
inclement weather, all tournament awards will be presented based on these
two days of fishing. Should the weather not allow for a second day of fishing
or if this day falls on the last scheduled day of fishing one day will be
fished and all tournament awards will be presented based on that one day
of fishing.
F) In the event that no qualifying fish
is caught in a Daily Jackpot category for a particular day, Daily Jackpot
prize money will be awarded in the following manner:
No qualifying fish caught in a Daily Jackpot category on Day One—Prize money
rolls forward to that same category for Day Two.
No qualifying fish caught in a Daily Jackpot category on Day Two—Prize money
rolls back to day one.
G) By
entering the tournament, all anglers, crews and guests, hereinafter referred
to as Participant(s), agree to, and understand the following:
THAT deep sea marlin fishing has numerous obvious and non-obvious inherent
risks that are always present in such an activity despite all safety precautions.
Related injuries can be severe requiring more hospital days and resulting
in more lasting residual effects than injuries in other activities. All participants
acknowledge such risks and hereby freely assume same.
PARTICIPANTS AGREE THAT in consideration of entering the Billfish Challenge
Tournament hereinafter referred to as the Tournament, allowing my participation
in this activity under the terms set forth herein and in the Tournament rules
participants on behalf of themselves, and on behalf of their heirs, administrators,
personal representatives, or assigns, do agree to hold harmless, release,
and discharge the Tournaments, Tournament Sponsors, FDI., the hosting Club,
their owners, agents, employees, officers, directors, representatives, assigns,
members, owners of premises, affiliated organizations, insurers, and others
acting on their behalf, hereinafter collectively referred to as Associate(s),
of and from all claims, demands, causes of action, and legal liability, whether
the same be known or unknown, anticipated or unanticipated, due to the Tournaments'
and/or its Associates' ordinary negligence and participants do further agree
that except in the event of the Tournaments' gross and willful negligence,
participants shall bring no claims, demands, actions and causes of action,
and/or litigation against the Tournaments and its Associates, as stated above
in this clause, for any economic and/or non-economic losses due to bodily
injury, death, or property damage sustained by me in relation to the operation
of the Tournaments.
H) By entering the Tournament, Participants do allow their person/image to
be photographed, video taped, and/or filmed for the purpose of being used
in, any marketing efforts desired by the Tournaments.
I) This is an open tournament. The Tournament Committee reserves the
right to deny entry to any boat, team, or person.
3. Cash Prizes
Winners will be awarded
their prizes on the basis of the most released marlin, 1 point per marlin
and 5 points per broadbill released. A single team can only claim one of
the four cash prizes for the released billfish divison. In the event of
any tie the team with the first released billfish time will prevail. The
$550 000.00 cash prizes are based on a 100 team quota and entering all side
bets. Should there be more or less teams, all cash prizes will be adjusted
accordingly. All jackpots are 100% payback to winners if no billfish are
released on the first day then all money will roll over to the following
day and added to that days respective daily jackpots. If no fish are caught
or released then all teams entered will be placed into a drawing at the
awards dinner for the entry fee portion and all jackpot money will be refunded.
1st Place 50%, 2nd Place 25 %, 3rd Place 15% and 4th place 10%. Awards and
presentation will be September 8th, 2003 Dana Point Yacht Club 7.00pm. There
is a $2000.00 cash prize to the team who release the fist fish each day and
both Lady angler and Junior angler prizes. The angling club team prize will
be $5000.00 for the most points accumulated over the two days and this will
go to the angling club.
4. Special Rule
In the event this
tournament overlaps another on the same day and you are registered for another
tournament, as long as you have registered for both you will qualify to
enter it in the Offshore Invitational challenge provided the billfish is
released and in accordance with these rules. All released billfish are required
to be photographed with hand, leader and fish in the picture to count (no
exceptions) with the tournament supplied camera and returned to the tournament
officials. Failure to return the camera with the release forms will disqualify
the team. (There are no additional tournament
points awarded for tagging and releasing a fish, versus simply releasing
it). The use
of spotter planes or spotter boats are not permitted.
5. Tackle
IGFA rules
will apply in this tournament unless specifically modified in this document
or in writing by the rules committe.
6. Disqualifications
The following acts
or situations will disqualify a team or its catch:
a.
Fishing outside the designated grid and outside US waters will disqualify
all fish caught that day
b. Fishing before "Start
fishing " 6.00am each day or after stop fishing - 6.00pm Sat and 4.00pm
Sunday
c. Boats which abuse
the F.C.C regulations or tournament regulations regarding radio communication.
Illegal radio or
electronic gear found on any team's boat will be grounds
for disqualification. IE Any teams caught communicating in any
manner with spotter planes or commercial boats during tournament
fishing hours will be disqualified
d. Only registered team
members shall participate. Any fiah caught with non-team member assistance
will be disqualified
e. Any billfish not
captured on the tournament supplied camera with leader in hand and fish
in the picture will be disqualified
f. Any other act
not in strict compliance with these rules or intent set forth herein.
g. Failure to return the tournament supplied camera and signed release
forms by 8th September
7. Entry Fees -

Entry fee is $ 1000.00
per team (no angler limit) Deposits and entry fees will be refunded
100% for cancellations received prior to August 4th, 2004. ALL entry fees
after August 4th will be subject to 10% extra charge. All teams who
enter before 1st June 2004 will be placed into a drawing and the lucky team
drawn will receive their entry money back. Entry fees are required to be
paid by company or personal cheque only.

Deposits must be received by 1st June 2004 to ensure each team member will
receive a tournament shirt and tournament bag. Late deposits after this
date we cannot guarantee your teams shirts and bags.
8. The captains meetin
is mandatory by any registerd team member to collect your Team Capatins bags,
grid map and camera

one or all of these divisions: (All fish to be caught in us waters )

The decisions of
the Tournament Staff/committee, in their sole discretion, regarding protests,
eligibility of Participants or fish released for entry, or interpretation of these
Rules, shall be final. The Tournament Staff reserves the right to supplement
and/or amend these Rules. $550 000.00 is based on 100 teams entered in all
sides. By entering the Tournament all participants
agree to accept the rules of the tournaments and accept all decisions made
by the Rules Committee as final.
